WebI just checked this (with LR 6, not CC) but I highlighted multiple images in Develop, right clicked, and chose "merge photo > HDR". I don't think it can be available in develop. You have to have multiple pictures highlighted to merge, develop only works with one picture. Try it in the library module with at least two pictures highlighted.
